The order in the request (Authentication → Organization → Plans → Subscription → Billing → Roles → Members → Dashboard → Servers → Providers → Blueprints → Audit) is adjusted below to match the real dependencies found in the code.

#Why this order

| Audit writer early | Server actions must be attributed by Central, because OSS logs them as "central". Retro-fitting audit is costly |
| Servers before Plans/Billing | Servers depend only on organizations + the OSS client, which all exist or are specified. Plans/billing have no V8 requirements, no plan API, and a conflict (D-3/D-4), so putting them first would block everything else. Plan limits are enforced from the moment the commercial phase lands |
| Plans → Subscription → Billing | Subscription references a plan. Payment changes the subscription |
